How long have you been driving for? It says you're a new driver so if this is your first year of driving... You will not be able to insure anything close to a 140hp diesel.... I'm going to assume that you've been driving for 4-5 years for your own sake (if not then you're better off getting a 1.2 polo or similar...)

Audi A4 TDI 2.0
BMW F series 320D (I'd steer clear of 330D in your budget)
Jaguar XF 2.2D
Seat Leon TDI 2.0 (same engine as Audi, but much cheaper to maintain and buy)
Skoda Octavia VRS (This would be my pick, you get a performance name, top of the range model, with the same 2.0TDI as an audi or VW GTD)
Volvo V60 2.0D

I have been driving a Peugeot 308Bluehdi 2.0L for about a year now, but it's my dad's car so I'm looking for my own.

I wanted a larger more powerful car because I'm going to be commuting most days on the motorway.

I have been looking at insurance, a 320d for example is £1700 for me. Which I'm fine paying.
A BMW 320D from 2015 onwards to make it Euro 6 for ULEZ should be well within your budget. If you can bag one for less than £6k you'll have money to spare for servicing / repairs / insurance.

The efficientdynamics version with a manual box will give you real world MPG that's better than your dad's Peugeot.
With the BMW being a lovely car to drive and own. It will crush the motorway cruise and provide reassuring handling and cornering on B roads. As well as getting up to speed quickly enough on slip roads.
