Part time funding eligibility - desperate for help

I have applied for an open university course for English lit.

I have previous study:
Full time at Uni 1 - left in second term of first year.
Full time at uni 2 - left in first term of first year.

From my understanding this means I've used two years of funding and am not eligible for full time tuition funding anymore to cover first year. I only have two years left and would have to self fund first year.

Does the same apply to part time study at Open Uni? Or can I complete a full degree using part time funding?

Student finance staff on live chat and phone calls have given me very mixed answers. Some say I've used all my funding, others say it's separate.

Can anyone clarify and possibly link the policy?

Hi there. We don't take full time pervious study into account for part time courses and vice versa. So, you can be fully funded for studying a new part time course. Thanks, Leah.

Hi Leah, don't suppose you could link the policy on this for me to look at?

Sadly I've been told I can't get funding by student finance officers and also told I can get funding by other finance officers. Would put me at ease to see something in writing.

Does student finance not publish any policy documents or terms/conditions for the public to see?

If they decline you on the basis of your prior study you can appeal and use this thread as evidence (I have previously had to use SFE advice from TSR threads in an appeal!).

My personal experience is that I was entitled and was awarded funding. However I have had to appeal twice (on separate occasions) after being initially rejected, and both times the appeal was upheld in my favour and funding awarded.

Worth keeping saving a link to this thread in case you need it in future as a result.

These are technically for the internal use I believe (?) but are externally available and may be useful to refer to specific sections if needed to support an appeal.

After weeks of dealing with the utter incompetence of student finance staff you are the first person that's provided a concrete answer.

The only reason I'm even doing this is because their ridiculous policy counts my previous university attendance from 10 years ago as two full years of funding, even though I my loan amounts to £4.5k for those two years because I left at the start of the course, completely blocking me from full time funding.

Thankfully part time is funded separately, though sadly there is the lack of maintenance.

For anyone coming across this in the future here is the relevant policy that student finance refuse to provide:

No previous qualification achieved: The number of years of part time tuition fee loan and part time maintenance fee loan funding available will be four times the maximum length of a FT equivalent course, capped at a maximum of 16 years, and with previous years of PT study where the student was found to be eligible for support* deducted (regulation 141(5) and 144(5)(b)). The following are therefore not included in the 16 years of maximum PT funding:

previous years of FT study, and previous years of PT study where either:
the student did not apply for support or
the student applied for and was found to be ineligible for PT support.

Just to note, you can get a maintenance loan for part-time study if it's in-person study (and you don't have any ELQ issues).

It's just distance learning you can't get a maintenance loan for (unless you have a disability that prevents you studying on an in person course in your area - although the burden of proof for this I gather is very high).
