I am starting a biochemistry degree this September. Do I need an 8 GB ram laptop or a 16 GB ram laptop?

Honestly, either is fine, and it depends on budget. The most computationally intense stuff you'll do might be ImageJ (whenever you do microscopy stuff), plotting data in R or Python or whichever program your uni uses, and maybe visualising proteins or structures, or if you want to be fancy and need to create diagrams in illustrator.

I had an 8GB laptop in first year and it was fine, and I now have a 16GB (which is also fine), so it depends on how much you think you'll need it for optional stuff.

Is the reason you got a 16GB laptop because you wanted additional speed or due to needing something more powerful for programmes that are used for personal use?
