Would work experience with the civil service be considered law or politics work experience?

You dont need specific work experience for a degree in either Law or Politics as these are academic degrees - but any work experience that shows you how a big organisation works will be useful for general knowledge.

Civil Service is a huge broad organisation that has multiple departments that cover most careers, law, policy, science, education, natural sciences, which department are you referring to ? It would be valid & respected work experience regardless really.
