Can we apply GEM (Graduate Entry Medicine) with A-Level?

I am also planning to sit for the international AL since I could probably get a 2:1 for my degree. Do they consider A-Level for GEM?
You need a degree, they may also have A-level requirements (e.g. to meet subject requirements for chemistry sometimes).

A-levels wouldn't replace the need for a degree. You can't apply without holding an undergraduate degree or being in the final year of an undergraduate degree (they are quite clear about this).

I am doing a degree in Biomedical engineering and will probably graduate with 2:1 honor. Should I sit for A-Levels as well and aim for A*A*A* A in order to make me an outstanding applicant?

Also, I would like to know if they will consider about the reputation of the university that you are doing your bachelor degree at?

No, there's no point doing this unless they specify you need to have certain A-levels in certain subjects as well as a degree. This varies between GEM providers and each one will specify if this is the case or not. Many just require the degree and don't consider A-levels at all.
