don't understand driving theory question

The question is
What must you have when you apply to renew your vehicle tax?

1.

Valid insurance

2.

Vehicles chassis number

3.

The handbook

4.

A valid driving license



The answer is valid insurance but I don't understand why. I always put a valid driving license. Bc in order to be driving in the first place, you need that don't you? So if I'm paying vehicle tax, that means my road is being kept on or being used on public roads which means I have a valid license or a provisional?

As you can see I have no idea how this works and the answer is in the book but it doesn't explain why.
You can own a car without having a valid driving licence!

Imagine you (no driving licence) own a fleet of cars for your business. You must tax them for your staff to use them but they must also be insured.
