Can you give us some context? Where have you seen that term used? In your end-of-year results?

What uni are you at? (Different unis might define the term slightly differently.)

At the University of Strathclyde, I failed in one subject after that I applied for personal circumstances then they approved for attempt to discount

Thanks. Strathclyde's current academic regulations don't define the term, but an earlier version does:

"Attempt Discounted means that the student’s attempt in a degree examination has been nullified and he/she is allowed to sit the exam again as a first attempt. In this case any coursework that contributes to the degree exam mark will be counted."

And if by chance students will fail then the second attempt will be there or not?

It's as if your first attempt never happened, so you would have access to all the same resit, re-assessment, compensation etc. opportunities that you would have originally.

I have question I have enough credits for dissertation but what if I fail in resit then what university of Strathclyde will do ?? Any idea or if students request some solution will come

It's not clear what scenario you're describing. In your scenario how many credits have you earned (a) for the year and (b) for the course? If you don't meet the minimum required credits (which is likely if your fail the resit attempt) then you will not be awarded tye qualification you are studying for (which is presumably an honours degree). You'll either receive an exit award (perhaps an ordinary degree) or will be given a further opportunity at the failed module.

I am concerned about the outcome of a resit exam for a 20-credit module. Although I can do a dissertation, I failed one subject and got an attempt discounted. The resit was tough, and I don't know what will happen. I'm not sure if a second opportunity will be available because the resit was only one attempt.

Well, the "resit" wasn't a resit. As the first attempt was discounted, your second attempt (which you've described as a "resit") is considered to have been a first attempt. So there will be another opportunity to pass, even if it didn't go well.
