University declined offer

Good evening, I wanted to ask something about university offers. So I’ve already chosen my firm choice but now I’m regretting something, can I still be accepted at an uni that I declined? Because i want to enroll on Salford university where I got a conditional offer and I am in the process of completing this condition. On the other hand I wanted to choose Bolton university as my insurance choice but I was told that for them to give me an unconditional offer I had to choose them as my firm choice, but I didn’t think it trough so I declined the offer. Now I was thinking of making them my firm choice and still try to get the condition filled for Salford University so that I don’t loose my chances of getting into university, is that possible? I’m genuinely worried about not being able to complete my conditions and getting rejected from uni.
