Can you open an account and get the freebies then close it and open another account with another bank?

You need to look through the terms and conditions for every account. You may need to have the account open for a certain period before you can claim cashback or vouchers and possibly pay in a certain amount. Also, there is a chance they may withdraw any long-term gifts if you close the account - railcards for example.
