Could this be fraud/copyright/theft of

On my Instagram stories,

I googled "how to hire an employee"

I screenshot all the search results of the first page

The top result is obviously the government we site

I screenshot the search results of the first page and put it on my Instagram story

Could I get into legal trouble for fraud or something?

Not fraud, but certainly breach of copyright. (Google's copyright if you've screenshot their results page, or the web site owners copyright - including the UK Government's - if you've screenshot the web pages themselves.)
Why would you do this? Why would someone randomly browsing your Instagram story be interested in how to hire an employee anyway? Is that the focus of your account, perhaps? In which case, why simply show them a list a Google search results rather than creating some content of your own?

Theoretically yes, but it's extremely unlikely.

I've heard I can only get done from copyright if I gain money from it.

The "I didn't make any money out of this" defence is a myth. Except in specific circumstances permitted under fair dealing/fair use rules, any copying or publication without the consent of the copyright owner is an infringement, and you could face legal action
If you're worried, just remove it from your story.

I have removed them from my Instagram story. I have removed it.
The problem is...... some people did see it and what if they report me to Google? What is the penalty if further action is pursued?

There’s almost no chance of this happening. Very few people would have seen it and even fewer would have cared. There’s no need to worry.

One last thing.

Some did see it. And I made similar Instagram stories for a few days. I'll stop it.

You never know, I did report someone before and others may in revenge, report me to Google.

So hypothetically, someone goes onto a cached version of your insta page and takes a screengrab of what it used to look like.
They send it to Google, as part of their plan for your comeuppance.
Google completely ignores it.
