Stalking and weird behaviour

So I have this person who has been obsessed with me from school,he normally stalks and harasses me racially as I am black.

In public he saw me and rushed up to me on a cycle bike…

He confronted me,i went past him and ignored him,and as i walked past him,he started analysing my clothing wear and what I look like and where I am going.


Is this normal?
