Harassment: Under the Protection from Harassment Act 1997, harassment is defined as a course of conduct that causes alarm or distress. The act of following someone, making unwelcome remarks about their appearance, or otherwise behaving in a manner that causes distress can be considered harassment. This law covers a range of activities, including repeated unwanted contact or any behaviour that amounts to harassment.

Stalking: The Protection from Harassment Act was amended in 2012 to include specific offences related to stalking. Stalking includes behaviours such as following someone, contacting them repeatedly, or monitoring their activities. The described behaviour of following on a bike, confronting, and scrutinising appearance and actions could potentially fall under this definition.

Racially Aggravated Harassment: Under the Crime and Disorder Act 1998, racially motivated harassment is considered a more serious offence and can lead to harsher penalties. This includes any behaviour that would normally be considered harassment but has an element of racial hostility.
•
Public Order Offences: The Public Order Act 1986 covers offences such as using threatening, abusive, or insulting words or behaviour with the intent to cause fear or provoke violence. This could be relevant if the person’s behaviour was aggressive or intimidating.
