Adult nursing programme suspension question… help please!

If anyone has had to resit nursing placements before progression into third year?
I’ve passed all other modules for my course this year except for my practical placement modules due to mitigating circumstances this year, I gave proof to my uni of my circumstances and had both my placements for the year marked as incomplete.
I haven’t reached the credits needed for progression into third year, my uni have said once the exam board agrees to further attempts to resit my placements, i will be placed on a “programme suspension” and I won’t be able to progress into third year once I’ve completed my outstanding placements.
My uni have stated that I will be classed as an external student and not in-attendance, which in my opinion makes no sense as I will be attending a minimum of 2 placements both a duration of 6-8 weeks in order to complete these credits needed to go into third year. I won’t be eligible for funding if I am classed as external, which currently doesn’t help as I’m a single living person who uses my student loan for rent.
Is there any way that due to circumstances, I would be able to resit my outstanding placements whilst being classed as in-attendance, would I have to resit the entire of year 2 in order to be classed as in attendance? Can I also appeal to the exam board if they’ve decided to deem me as an external student on programme suspension? My uni haven’t been very helpful with discussing my options so far and are making me wait until exam results are officially released before any formal meetings to discuss what the next steps are.
