Second masters year with funding ..?

I started my masters last September With full financial support via student finance wales.
I couldn’t complete my course, I didn’t inform sfw i had dropped out tbf. There is exceptional reasons behind this though.
I’ve been accepted by a different university for another masters next month ( sep 24) and I’ll again require some financial support .. 😬
The circumstances that led me to finish , are not applicable now.
I have been roughly informed that I can apply again stating “compelling personal reasons”
Please can someone give me an actual idea of how I apply for this ..!??
I can get a letter from my GP to back up my reasons.
I just don’t know where and how i am supposed to do this …?
I mean do I send an actual paper claim off , with a covering letter and evidence ? Is it as logical as that ? Or do I need to do something else ?

Hi Jason .. I’m living and studying in wales yes. When i published this question on SFE option was there to ask , not SFW. or I’d have asked them.
Can you tell me what the process is for my question? As I’m assuming it’s the same in England , or not ? Ta
