uni course dilemma

could i have a career in actuarial science with a mathematics and philosophy degree?? i feel like i am more likely to get into a better university doing maths&philosophy, potentially oxford/st andrews, but would i benefit from doing a pure maths/statistics degree instead? i am also considering going into politics later on, so i feel that doing a joint degree with philosophy would allow me to do that more easily. what should i do??

Employers are more interested in you than where you studied and specifically the skills and knowledge you bring. Many a great university created hopeless candidates.

So if you need maths to be an actuary, study maths and get away from the myth that standing and prestige count for something outside university. They count for nothing in the real world.
