University ignoring emails about CAS

Hi ,
I’ve paid a deposit at Royal
Holloway and they’ve emailed me in May stating that I’ve met all the requirements for the CAS letter and I’ll receive all the documents at the end of May. It’s now August and I’ve never received a email from them since. I’ve been emailing them everyday and they haven’t answered me. When I called them I’m waiting on the phone for an hour until I give up and hang up the phone. Ive had to go with another university who’ve I’ve been issued a visa for however I wanted to get my deposit back since it seem like it’s not my fault . I know they give deposits back because the guy on the phone told me he’ll follow up on it and get back to me but he didn’t. Has anyone had similar experiences or know who else I can contact in this case. I find this bizarre .
