Can i apply for student finance if i haven't recieved my CPR decision yet?

Hello,
Can i apply for student finance if i haven't recieved my Compelling Personal Reasons decision yet? Unfortunately i submitted the cover letter and evidence quite late and haven't recieved a decision yet and i'm worried i won't be able to enrol this September if i don't have this sorted out before then

What type of course have you applied for?
What type of student finance are you in need of?

Hello, it's undergraduate and i'm hoping to start my third year of Criminology and forensic studies this September at Portsmouth university, I submitted my evidence late this month. Thank you for your help!
