Why is Clearing acting like this?

I’m going through Clearing for law but why are many universities saying they only have spaces for internationals? Why are they giving them preference?

Bizarrely it’s only the prestigious unis that do this not the low-rank ones, why?

Universities can sadly skin international students for all their money. They can't do this with home students. They give them preference because, regrettably, it's the high fees they charge international students that keeps some universities afloat.
