Near miss for cambridge maths

Hi,

Have got an email from the maths department saying DS will be considered as a near miss and his application is being reviewed.

He missed 1 in STEP 2 by 5 marks, has achieved 1 in STEP 3, and has 4 A*s.

Any one knows how all these works - do other colleges look at his application or is it just the college that he got offer from?

How likely is to get admission for maths from tye near miss category?
