When you complete your UCAS application you will enter each A level twice. Once with you old actual grade and once with a "pending" grade. If those stay as "pending" (i.e. your referee is not in a position to make a prediction) then universities will typically assume that you'll achieve one grade higher than last time in each subject.

If such grades aren't what you feel you will get (i.e. if they under-predict) then you have two options:
1. Use your old school / college as your referee. They should be in a good position to make an accurate prediction.
2. Hire a tutor (or more than one tutor) and use them as your referee.
