The following is from Google AI's BArt:

Public schools
You may need a bachelor's degree, though a degree in education is preferred.

Private schools and international schools
You may need a degree, a teaching license from another country, and prior teaching experience. You may also need a degree in a related field, such as English, Mathematics, Science, or Social Studies.

Teach For Pakistan
You may need at least a bachelor's degree from an accredited university, Pakistani citizenship or a valid National Identity Card for Overseas Pakistanis (NICOP) or Pakistan Origin Card (POC), and fluency in Urdu and English.

PGCE in Pakistan
You may need a PGCE in Pakistan, which allows you to teach in all schools across the country. The International Leadership Training Institute (TILTI) offers PGCE programs, including a PGCE Secondary program that trains you to become a secondary school teacher.

In other words, whilst a PGCE is not required for all schools in Pakistan, it's recommended should your friend what to teach in all school (in Pakistan and at least in the UK - should be other countries as well).
