Deferred Entry, then applying elsewhere?

I received an offer to study Finance at Bayes, but I wish to defer so I can study Maths and try and apply to UCL, so is it okay to defer a place on UCAS but then try and apply to other universities also?

No

You can’t submit a 2025 cycle UCAS application while holding a 2024 cycle deferred place.

You would have to withdraw your 2024 cycle application to reapply.

As above - and you could also reapply to Bayes as one of your 5 choices.
