What does it mean when a uni guarantees accommodation?

I applied for my accommodation (uni of Liverpool) in May, and it said that this would guarantee me some sort of university accommodation even if it wasn't my first or second choice. Now I have received an email offering me private accommodation with true student. I really wanted to avoid having to go into private accommodation and one of the reasons why I chose Liverpool instead of somewhere like Manchester was that I thought it wasn't as oversubscribed and I would be more likely to secure accommodation. I even checked the True Student website and the type of room I would've wanted to select is already fully booked out. I'm just so shocked that they are allowed to do that, because now that they've offered me private accommodation, it says I'm not allowed to be on the waiting list for any potential uni accommodation.

On their main accommodation page at https://www.liverpool.ac.uk/accommodation/ it says, "Accommodation is guaranteed for all students including Insurance and Clearing Offer Holders who apply for accommodation by 31 August 2024."

You will note that it does not say the the accommodation will be university owned or managed.

In their Applying for accommodation page it says, right at the top, "Rooms in both University Owned and our Partner Providers are included in the guarantee."

The same page also says:
"Take a look at what accommodation we have available, and decide on the best fit for you. We have a range of accommodation options available both in our halls and with our Preferred Providers."
and
"Undergraduate students are guaranteed accommodation at the University of Liverpool or within University Approved accommodation if you apply before the deadline on 31 July 2024."

So they've really made no secret of the fact that you might be in non-university accommodation. It hardly fair to complain, when the information is written in plain English on their web site.

This is the exact same situation as me ive been given true as well and I can't join a waiting list to request to move as its private which is crazy as I didnt want private which i think is so bad

Applying for 3 uni owned accommodation to receive a private accommodation offer isn’t what I was expecting to open this morning. Rather disappointed in it all
