They certainly used to consider them the same, on the basis that they'd yet to see evidence that those achieving 9s performed better in Oxford than those achieving 8s.

There is some debate as to whether they currently treat them differently, with the majority seeming to believe that they do.
This is one of those angels dancing on pinpoints questions. Scholastic, not scholarly. The answer is: it does not matter.

Oxford is not nearly as obsessed with GCSE grades as people here appear to suppose. GCSE grades are just one factor in the overall picture of a candidate which Oxford tutors form when considering an application. The stuff which Oxford posts about its admissions system on its website is true. There is no secret system not revealed on the website.
