Kaplan Foundation Year

Hello, I recieved 2 unconditional offers via Kaplan pathways for a foundation year to City uni and to Westminster uni. City requires 65% pass, Westminster requires 55%. Should I choose based on the percentage? I personally prefer City but my parents are telling me to basically choose Westminster because the % for a pass is lower. Are their foundation years hard to pass with 65% or is 65% doable?
