I got seven level 9s but got a 4 in Art. Could I still have a shot at Cambridge?

Basically, my school isn’t quite sure what happened but loads of people did quite badly at Art this year. Do I realistically have a chance to get into Cambridge Architecture if the rest of my application is excellent?

As long as you demonstrate your artistic ability elsewhere in your application/portfolio, I don't see why you wouldn't have a chance. seven 9's and a 4 are absolutely brilliant at gcse and are unlikely to hold you back, but for the architecture course at cambridge you need to be able to draw very well, so as long as you demonstrate that you can, you will be fine.
