Oxford Contextual GCSEs

Lots of questions about the Contextual GCSE (cGCSEs) that Oxford uses when comparing your GCSE results to that of your school.

Does anyone know how these are calculated?
Where is the data about each school collected from?
Is it true that they consider 8s and 9s the same?
If so, if I got straight 9s in a school were the average was all 8s and 9s would be cGCSE score be 0?
