I am going into y13 in September , is it possible for me to be home schooled instead of actually going to the school ?

I only know how it applies to secondary school but for college it must be the same. So, yes, but the council will be checking your actually learning and you will have to pay for all of your textbooks and exams which are about £300 each for a private candidate.
Why exactly do you want to leave? I've moved into part-time schooling and had to read a lot about the topic.

Then you will have to take elective homeschooling and therefore pay for everything. You simply need to tell your college you want to leave and you will automatically become homeschooled.
