am i allowed to change the shower head in my uni accom if the water power isnt strong enough?

Almost certainly not, although they may be unlikely to notice (assuming it's an en suite).

I'm not even sure how the physics of that would work. How would the new head increase the available pressure? Just fewer / smaller holes?

Smaller / fewer holes would probably do it, judging from what happens if you press your finger against part of the hole on your kitchen tap. It's not being spread out, it's more directed.

And if the water pressure is weak it wont make any difference at all.
Short answer no, you can’t change the fittings.

Speak to accommodation services about the water pressure.
