Finance & funding section on UCAS

Hi, I am an international (EU) student working on my UCAS application and I have some doubts regarding the "Finance & funding" section. As I understand it, the option "UK, Chl, IoM or EU student finance services" is available only for those EU students who have settled or pre-settled status. However, it says that "Universities and colleges are aware that EU applicants will be selecting the UK, ChI, IoM or EU student finance option." Is it implied that these EU students must have settled or pre-settled status or am I getting something wrong?
Furthermore, I hope I can get a scolarship, but I don't have it now. Should I select "scolarship" anyway or is it better to select "not known"?

If the Uni has any doubt about your fee status they will contact you with further questions or a fee questionnaire. If you do not have formal settled status in the UK, then you are an International student.

Be aware that only a few UK Uni have a handful of full scholarships for International students. At best you might get a minor fee reduction if you get very high grades etc. You will have to find the remaining cost yourself - all of it - so you will need to investigate many different sources of money, not just relying on the Uni.
