experience of student finance at Cambridge Institute of Continuing Education?

Has anyone experience of using student finance for study at Madingley Hall Institute of Continuing Education?

My son has completed a part time 1 year 60 credit certificate course with Cambridge Institute of Continuing Education. He is hoping to complete a second part time 60 credit certificate course with them to complete the equivalent of a first year of a degree - the equivalent of a Certificate of Higher Education I believe. Is he able to apply for student finance for the second certificate course, or does it count as study at the same level? Many thanks!
