GCSE Edexcel Maths scripts are not marked

Hi All,
I have received pdf copies of scripts for GCSE Edexcel Mathematics papers as per my request to scripts.
There are no marks on the scripts hence am unable to assess which questions are marked and which are not marked and cannot even tell where the marks are awarded?
Has this been your experience as well, where can we take this next to?
The school has been of not much help, all that they have said is "this is what we have received" - to me this is such a lame excuse. And the worst thing is this school doesn't even answer the phone, it goes straight to the answer phone.
