Can a uni I apply to for one course offer me an alternative course instead?

I am a prospective econ student applying to Cambridge next month. However, my economic interests seem to lie more in the international, development and climate change side of econ and I know Cambridge offer land economy which is very similar to what I am interested in. Could Cambridge ever look at my application and decide to direct me towards land econ instead?

They can technically, but at undergrad level I'm not sure it would ever happen because applications are too subject specific. They don't need to redistribute applications to get the numbers up in any subject and at undergrad applicants have a similar set off generic qualifications.

Cambridge probably wouldn't, because all their courses are very over-subscribed, but it does happen elsewhere.
I have heard of this historically about 30 years ago, my dad had a friend who applied for a joint honours degree but only got an offer for one of the subjects but that’s an anecdote and not recent.

You could always apply to land economy instead of economics at Cambridge.
