Hey, not until March-April time, you can absolutely change and do higher, you will just need to convince your teacher that you are able to do well in higher, and if you don't, they might move you back to foundation.

Why March and April?so you think after college entry exam I can’t move up to higher
Around March, April time you get given a statement of entry saying all of the subjects you are taking and if you are doing higher or foundation, and after you sign it, you can't change it.
