Hi
My friend has used all her 4 years of funding but never finished the course.
She then went on to do adult nursing after a year she decided to do mental health nursing after a year she chose to leave the course .
She would like to do children’s nursing and social work would she get funding for this ?

Is this a joint course? SFE classes child nursing as an exception course so it is likely she would receive both tuition fee and maintenance loans again. Social work - only a maintenance loan would be available (no tuition fee loan). If it's a joint course, then you would need to post a question on the Ask SFE forum where an official SFE rep will answer your question:

Is she really suited to nursing if she has given up on 2 or 3 different degrees?

Maybe she should try and either be a hca in the roles she likes or volunteer, that way she can see if she likes it, can even do an apprenticeship.
