To be honest I probably wouldn’t bother. There’s no big gaps that would cause questions, so for the sake of completeness I’d include the months, (and in the case of the 2020 entry, it’d probably be more misleading to present it the second way).

Regarding the 2020 job I should've expanded on that a bit - that one and the Nov 20 to Nov 21 were different jobs, but for the same public sector organisation doing the same role, via 2 different subcontracting companies. So I was going to combine them into one heading listed as Public Sector Organisation (via agency)? Although that won't work with months included

Change Months to 3 letters and Years to 2 digits.
You can remove months if your tie period in the job was more or less a year or two years, but you have to be careful that by removing the months, you aren't giving a false impression. So for example your Nov18-Feb19 role is only 3 months, so you can't really put 2018-19 where it appears to be 2 years long. however, it is tidier to be consistent throughout, so it seems like you need to leave months in.
For the double job, just give the outside dates and both job titles eg
Nov 20 - Nov21 Junior Bod/Slightly Senior Bod, Government Office, Whitehall
