Rejected although i met the conditions

Apologies if this has been asked before
I applied to kingston university for pharmacy and they gave me an affect for 444 in Chemistry, Biology and Calculus AP exams (i’m an intl student). i applied during my gap year and decided to retake chemistry and bio. In 2023 i had a 4 in chemistry a 3 in bio, a 4 in calculus, and a 3 in physics (which was not part of the requirements). For 2024 i had a 5 in bio and a 3 in chemistry. After submitting my grades i was told to submit my ielts and had not heard back until a month later i got the rejection, and when i emailed them they said the 3s i got were the reason. Is this legal? my offer was just a 444 in chem bio calc
