Cambridge? No. They say on this page that: "you will need A levels/IB Higher Levels (or the equivalent) in: • Mathematics • Further Mathematics to AS or A level if your school offers it."
The same page also says that of Computer Science students (who had studied A levels and started at Cambridge in 2018, 2019 and 2023), 97% took Further Maths but that "Further Mathematics is now required to AS or A level if your school offers it."
Oxford aren't quite as absolute about it. They say here that "Further Mathematics A-level is highly recommended" and that "If your school offers Further Maths A-Level we expect you to have taken it."
They also point out that "from 2021-24, 95% of A-level students who were offered places for Computer Science courses (including joint courses) took Further Maths to A-level."
So although they don't make it an absolute requirement, you'll be expected to have Further Maths for Oxford too.

Here are some options:
1.
Try to convince your school to allow you to take FM.
2.
You can self-study.
Whatever you do, i would suggest that you apply to Cambridge and hope for the best. Focus on having strong grades in your other subjects and obtain good super-curricular activities.
