student finance problems

Hi, i was wondering if anyone could help me/ provide me with any advice.

I submitted my sfe application early June, and all was fine except for when i checked on my profile and it said i had to provide my passport for identity evidence, having no email sent to me about this. I also went through clearing and had to change my course, which I couldn't do just online; I had to fill out and send a change of circumstance form. I was given an update date of 13th september, however got an email from sfe on 30th august about more evidence regarding my residency; again; again, again i sent that in and now my current update time is 1st October. I am due to start university/ induction week on 16th september and the university has said i can't enrol until sfe has given verbal confirmation of my elegibility/funding. I stressed to sfe this on call for an hour and a half and all they did was apologise for the situation and the delay of my application and said they can't do anything and told me to tell my university.

Will the university let me onto my course even if I'm not completely enrolled, or will they make me start late or remove me?

I am so stressed. Can anyone help?

You would need to speak to the university and explain the situation to them as it would be them who will make the decision if you can start the course.

I understand that the university has to make the decision, but isn't the whole point of 'Consent to Share' so that the university can talk to student finance and they can give a verbal confirmation that I am eligible for funding, and then I am able to enrol?.
I know that I am eligible for a tuition fee loan as I applied last year and eventually decided to take a gap year and resit, but I was granted the tuition fee loan. I even have a letter from SLC confirming this; nothing has changed in one year regarding my circumstances. Can't student finance give a verbal confirmation regarding this for this year for my enrolment.

We would never give verbal confirmation that you are eligible for funding. We would only confirm that once the application is approved.
