Do russel group universities take academic misconduct more seriously than others?

Just wondering this or is it the same everywhere else? I have a friend at uni of Leicester and they had an exam in an exam hall with invigilators everywhere and people were cheating. They then sent an email to students after notifying them that they knew the students were cheating. However, nobody got a penalty. Whereas at my university (uni of leeds) they take academic misconduct way more seriously and cheating in exams leads to expulsions.

What has it got to do with? I was in shock when my friend told me that no action was taken against the cheaters at her university

Poor enforcement and poor standards, which can in principle happen anywhere. RG status is research-based, not student-based.
