Eligibility for doctoral funding if doctoral loan partially used

I had to withdraw from my PhD earlier this year due to very difficult family circumstances. I had received about two thirds of the maximum permitted doctoral loan. If I can secure a PhD place in future, will I be eligible for the rest of the loan?
