You could just mention that you work through STEP questions in your spare time. You don't need to specify the level.
Do I need to go into depth into what level I'm working at or what questions I'm answering? Also what level do you think I should be currently working at?
If you get an interview/test in dec, theyll decide for themselves what your capabilities are. If you mention stuff like level or competition results, do it briefly and then focus on what you learnt/why you find maths interesting/passionate about it.
What level you should be at now is the old "how long is a piece of string". Depending on your background, you may have covered the step 1 / foundation modules and are starting on step 2 stuff. Or you may leave it all until after your interview in dec.

Youre overthinking it a bit. If you want to say something about your level, do it, but concentrate on what youve found interesting / learnt etc. As long as your ps is decent, you should get an interview and if youve done some step preperation/test questions/bowler booklet/reading youre in a decent position for the interview.
Generally theyll give you a standard set of questions to do and then discuss your solutions/see how you can do the harder questions youve not done with a few hints / maybe new ones and discuss a bit of maths. They want to see that youre both capable of doing step in the summer and are capable of learning/being taught.
