Attendance affecting a young person's bursary for college

A young person I am working with at college (16-18) has been refused their bursary to get to college because there attendance is lower than 95%. Is this allowed and usual practice of a college? The student has additional needs, is struggling with mental health and an EHCP detailing that they find attending college challenging - the withdrawal of the bursary is making this even harder. Thanks in advance!

Yes, it can be a condition of a bursary that payment stops for attendance below a threshold. This will be explained in the bursary policy.
