UCAS reference as an independent candidate

Hello,
I am thinking about doing a gap year and retaking history, my school refuses to do references and predict grades for some odd reason.
I had a history tutor who was also a university student.
Would they count as a suitable reference as they are also studying at uni at the moment whilst tutoring me. They have known me for quite some time in a professional manner and know about my ambitions etc.
would this be a problem or are they able to be a reference?

I would really appreciate feedback on this from anyone who knows.
You can add a personal tutor, anyone who is familiar with your academic work is fine.
