There's no real interest on either side, otherwise one of you would have opened your mouth and asked out the other. I met a guy, we had our first date after 4 days, in a relationship after 3 months and still together. You've not progressed after 9 months!

Hi, so there's this guy I have been talking to since Jan'24. but we've just been JUST talking and he always says about going out on a trip together but never meeting somewhere within the city. Im pretty sure he isnt serious bout going on the trip so I have nothing to worry about lol. Recently for the past 1 months, weve begun speaking over calls, but it looks like he only calls me only when he is drunk/high/horny. Is it a good sign ?? but like on call, its not like we do much of dirty talk. its just him yapping about his life/family problems and just normal banters. He's cute like really really cute and funny with the way he talks with me. I really really like him. but the question is, does he even like me ??

If he only calls you when he’s drunk/high/horny then he’s using you to meet his needs, and not actually interested in you. If it’s been 9 months since you guys started talking and he hasn’t initiated actually asking you out then you’re just a way to pass time for him. If a guy is actually interested he won’t wait that long.
I’m really sorry, but best case scenario he only sees you as a friend, worst case scenario he’s keeping you around until a girl he actually wants to commit to comes around. Either way, you deserve clarity and a definitive answer. Don’t let him keep you in this ambiguous relationship.
I also want to put out there that you don’t have to wait for him to make the move. If you think it’s taking too long then you should do it yourself.
