I'm in year 13 now and I'm planning to apply to Law at LSE, I do A-level Law, History, Maths, and Further Maths and I'm predicted 4 A*s. My GCSEs however are 9988777776 I'm aware they are below average and so will they hold me back?

your gcses are above the average, especially if you went to a low performing state school. as long as the 6 isn’t in maths or english lang it should be fine.
