UK students usually apply to universities with predicted grades (in UK A Levels or the International Baccalaureate).

Oxford says -

"Check we accept your international qualifications and that you are on track to achieve the grades we require. You should also make sure you are taking any required subjects for your course."

and

"If you are an international student wanting to apply to Oxford, you need to have achieved - or be expected to achieve - one of the qualifications listed on this page. There are also specific subject requirements for some courses, particularly in the sciences, so please check the requirements for your course."

Thus you apply on the basis of your predicted grades.

You must apply before the deadline date - your application will not be considered if UCAS receives your application after this, so remember that your referee needs time to add your reference etc before they forward your application to UCAS. So, when you Pay-and-submit make sure you leave them enough time to do this, and that they are aware of the date!

As above, UK applicants apply without full results and Universities make conditional offers staying the required grades etc that they must meet before the end of August.

Good advice!

I add that some applicants wait a year or more and apply or re-apply to universities with achieved grades, and can then obtain unconditional offers, but most students apply with predicted grades and then seek to achieve the grades to match or exceed those required by whichever university makes them a conditional offer of a place.
