What could be done to prevent plagiarism in coursework?

Since it seems like a highly unfair idea of Michael Gove to completely scrap coursework in many subjects as some students find it easier (particularly those from disadvantaged backgrounds and with SEN Needs), I was just wondering if there could be potential alternatives you could think of to prevent plagiarism.

In my experience, plagiarism is precisely why students find coursework easier. You get someone else's coursework and copy it, changing the words. I think there are a number of things that could be done.

Make students write out coursework by hand

Ensure coursework is completed in lessons

Shock horror - provide printed resources for students to read rather than copying / pasting off the internet / chatgpt

And if you did all that, you would suddenly find that SEND / Disadvantaged students preferred exams.

Many people will cheat (including plagiarising) if given the opportunity. So you need to deny them that that opportunity. One could, for example, require coursework to be completed at school/college, under supervision, using IT equipment which only provides very limited access to the internet.

People will still try to cheat, of course, and some will succeed. But this would hopefully eliminate much of the problem.
