The Durham and York websites say im eligible for a contextual offer, will I get one?

If I am offered a place, will it definitely be under a contextual offer or do they decide it case by case?
The Durham website has a long list of requirements and says if you fit two or more you are able to get a contextual offer. I'm in a state school and live in a post code where barely anyone goes to higher education. York says the same. If they read my personal statement, reference etc and decide to offer me a place will it definitely be with a reduced offer?

If you meet the contextual criteria, and they decide to make you an offer, then that offer will be a contextual offer.
