Is 0 included in the naturals because I need this fact to answer a question

It depends on the author. I prefer to write Z+ (positive integers) when not including 0, but it can go either way. The author will typically just choose whichever is most convenient for their purposes.

The question just has the N symbol if the numbers are included in that set?

I would assume that 0 is included unless otherwise specified, but be prepared for the opposite to be true.
