Waiting at traffic lights they turn green before I commenced I flashed a car to come across to turn right I got beeped at because I let them across first can I be fined ?

You are okay with doing that as it's up to the individual person whether they let someone cross a road before they move forward.

It's not like you stopped in middle of the road and let them cross/turn - you were at the lights so I wouldn't be Panicking about it..... Lot's of people let people do the same as being nice is ok and don't worry about those who are behind you beeping there horn's.
